H.R. 704 — To provide for the issuance of a Manatee Semipostal Stamp.

This section directs the U.S. Postal Service to issue and sell a semipostal stamp (Manatee Semipostal Stamp)—issued at a premium of at least 15% above the regular postage rate under 39 U.S.C. 416 (i.e., stamps sold voluntarily to fund specified causes)—with all proceeds transferred to the U.S. Fish and Wildlife Service for conserving manatees and manatee habitat in the United States. The stamp must be available to the public for at least two years, beginning no later than 12 months after enactment.
