This section authorizes appropriations of $350 million annually for FY2026 through 2030 for the Weatherization Assistance Program (WAP) under part A of title IV of the Energy Conservation and Production Act and an additional $2.1 million annually for the same period to carry out WAP enhancement and innovation activities (42 U.S.C. 6864d) for active duty and reserve military households. For FY2026 through 2030, it further directs that of WAP funds made available under these authorizations (excluding Department of Energy headquarters training or technical assistance), not more than 6% of the $350 million may be used for the WAP Enhancement and Innovation Program—which provides competitive grants to weatherization grantees and nonprofits for pre-weatherization repairs (e.g., structural, plumbing issues), energy efficiency technologies, renewable energy systems, and healthy indoor environment measures in low-income dwellings—and $2.1 million shall be used for such program activities for military households. This section also extends that program through 2030 (from 2025).
