H.R. 7049 — Improving Mental Health Care and Coordination for Homeless Veterans Act

This section establishes, in new 38 U.S.C. §2070, requirements for Department of Veterans Affairs (VA) homeless program employees to assess veterans identified as needing homeless program services (i.e., VA programs that provide housing, health care, and support to homeless and at-risk veterans). Not later than three days after identification, employees must conduct an assessment that includes (1) the veteran's physical and mental health needs, (2) a plan to address the veteran's immediate and long-term mental and physical needs, and (3) identification of appropriate housing; ensure the assessment information is consistent with the veteran's electronic health record and that personally identifiable information complies with VA, Veterans Health Administration, federal law, and ethical practices; and, under the direction of the Homeless Program Office Director, monitor implementation of such plans to confirm that homeless and at-risk veterans with mental health issues receive appropriate services.
