H.R. 7077 — To amend the Research and Development, Competition, and Innovation Act to require a plan for data collection and analytical capability relating to the skilled technical workforce, and for other purposes.

This section revises requirements under 42 U.S.C. 18994(b)(2) for reports from the National Science Foundation (NSF) Director on enhancing National Center for Science and Engineering Statistics (NCSES) surveys by (1) requiring submission to Congress and the NSF Board of the initial report not later than one year after the date of enactment of this Act and biennially thereafter (previously, one year after August 9, 2022), (2) changing the report from results of a one-time assessment of feasibility and benefits to a plan for initiating and maintaining a data collection and analytical capability within NCSES (which provides statistics on the U.S. science and engineering workforce), and (3) limiting survey enhancements to the skilled technical workforce (previously, skilled technical workforce, working conditions and work-life balance, harassment and discrimination, immigration and emigration, and other topics at the Director's discretion).
