H.R. 7080 — Waste Heat to Wattage Act of 2026

This section (1) expands the sources of renewable energy in 7 U.S.C. 8101(15)(A) to include waste energy recovery in addition to hydroelectric generation (previously ending with "or hydroelectric"); and (2) adds a new definition of waste energy recovery as heat or pressure otherwise vented, released, throttled, or discharged from a commercial, residential, or industrial process that is recovered and used as the sole input to generate electricity, including waste heat to power or waste pressure to power systems. (Thus, waste energy recovery qualifies for support under the Biomass Research and Development program, which coordinates federal biobased products and biofuels initiatives.)
