H.R. 7092 — RAYS Act

This section establishes requirements under the Elementary and Secondary Education Act of 1965 for local educational agencies (LEAs) receiving federal funds that issue identification cards to secondary school students to include on such cards contact information for the 988 Suicide and Crisis Lifeline (or a Secretary-designated alternative), the Crisis Text Line (or alternative), and any available state or local suicide prevention hotline. LEAs not issuing such cards must prominently publish this information on their public website and student computer portals or software platforms beginning 60 days after the effective date. The requirements for new ID cards apply to those issued for school years beginning after the effective date (one year after enactment), with no obligation to modify previously issued cards; the Secretary of Education may designate alternative services if specified national services become unavailable (notifying LEAs within 60 days) and, with the Secretary of Health and Human Services and other agencies, must conduct outreach on these resources via schools, websites, social media, and accessible formats. LEAs may optionally add further mental health contacts (e.g., school counselors) to student or staff ID cards.
