H.R. 7107 — Accountability for NYCHA Act of 2026

This section states congressional findings regarding deficiencies of the New York City Housing Authority (NYCHA)—the largest U.S. public housing agency serving over 520,000 residents in 177,000 apartments—including failures to comply with lead-based paint regulations and provide decent, safe, and sanitary housing (e.g., heat, elevators, mold, pests); misleading the Department of Housing and Urban Development (HUD); a 2018 consent decree; a 2019 declaration of substantial default under section 6(j)(3)(A) of the U.S. Housing Act of 1937 (42 U.S.C. 1437d(j)(3)(A)); ongoing non-compliance with a voluntary compliance agreement; a proposed five-year extension of monitoring through 2029; and 2024 federal bribery charges against 70 NYCHA employees. The section concludes that additional congressional oversight of NYCHA, HUD, New York City, and the monitor is necessary to address these issues.

This section directs the Inspector General of the Department of Housing and Urban Development to investigate the New York City Housing Authority, including at a minimum (1) the status of its compliance with the January 31, 2019, agreement among the Authority, the Department, and New York City (with specific deficiencies and progress identified); (2) a review of the Monitor's actions and any oversight gaps under that agreement; (3) a survey of the physical conditions of Authority housing; (4) an examination of waste, fraud, abuse, and federal law violations by Authority employees or contractors; and (5) other priority issues as deemed necessary. The Inspector General must submit a report with investigation findings, a summary of departmental actions to compel remedies for deficiencies, and other recommendations to the House Committee on Financial Services and the Senate Committee on Banking, Housing, and Urban Affairs not later than 180 days after enactment of this Act.
