H.R. 7112 — Veterans’ Bill of Rights Act of 2026

This section states congressional findings recognizing (1) the U.S. obligation to care for veterans, their widows, and orphans; (2) veterans' entitlement to timely VA health care, benefits, information, respect, dignity, and transparency; and (3) the need to codify veterans' rights for VA accountability and consistent nationwide administration.

This section establishes a Veterans’ Bill of Rights, requiring the Secretary of Veterans Affairs (VA) to inform veterans of 10 specified rights (e.g., access to VA or authorized providers, respect and dignity, informed consent, privacy, grievance redress) regarding health care, benefits, and services administered by VA. To implement, VA must (1) integrate the rights into policies, directives, patient materials, and employee training; (2) provide annual training to all employees on the rights; (3) prominently display the rights at all VA facilities and on VA’s website; (4) in coordination with the Secretaries of Defense and Labor, add a dedicated module on the rights to the curriculum of the Transition Assistance Program (TAP) under 10 U.S.C. §1144 (i.e., a program providing separating service members and spouses with counseling, employment, and training assistance); (5) not later than 180 days after enactment, make the rights accessible via a prominent feature in VA’s mobile application and eBenefits portal (or successor); (6) require each VA medical facility to designate a patient advocate or ombudsman for annual compliance audits, including reviews of satisfaction surveys and grievance timeliness; and (7) include a summary of the rights in written or electronic acknowledgments of benefits claims or health care applications. This section states that it creates no new causes of action or judicial rights and does not alter existing eligibility requirements for VA care or benefits.
