H.R. 7125 — Stop Body Camera Paywalls Act

This section conditions eligibility for grants under the Community Oriented Policing Services (COPS) grant program (34 U.S.C. 10381) and Byrne grant programs (34 U.S.C. 10151 et seq.)—including any program funded in whole or in part with such funds—on a certification by states and units of local government that they, and any law enforcement agency receiving distributed funds, impose no financial costs or fees (including court fees) on the public for viewing, accessing, or obtaining copies of body-worn camera, dash camera, jail/prison surveillance, or other relevant law enforcement video footage. (Thus, applicants are ineligible without the certification.)
