This section establishes a new prohibition under 18 U.S.C. §922(aa) making it unlawful for any person engaged in the business of destroying firearms to fail to destroy every component of a firearm shipped or transported in interstate or foreign commerce. It further (1) defines "engaged in the business," as applied to a destroyer of firearms, in 18 U.S.C. §921(a)(21)(G) as a person who devotes time, attention, and labor to destroying firearms or firearm components as a regular course of trade or business with intent to predominantly earn a profit; and (2) sets penalties under 18 U.S.C. §924(a)(9), including fines, imprisonment for not more than 2 years, or both, plus for licensees, license suspension for a first violation and revocation for any subsequent violation.
