This section establishes a new criminal offense at 18 U.S.C. §120 prohibiting the knowing public disclosure of restricted personal information about a covered person or their immediate family member with the intent to threaten, intimidate, or incite—or with the intent and knowledge that it will be used to threaten, intimidate, or facilitate—a crime of violence. Covered persons include special operations forces members, Department of Defense personnel or Armed Forces members designated by the Secretary of Defense for sensitive activities, and federal law enforcement officers assigned to special operations forces; restricted personal information encompasses the individual's name linked to employment, visual depictions of their face, home, or likeness tied to name and employment, date of birth, Social Security number, home or mobile phone number, personal email, home fax number, home address, or biometric data. Violations are punishable by fine, imprisonment for not more than five years, or both; if death or serious bodily injury results, penalties increase to fine, imprisonment for any term of years or life, or both.
