H.R. 7139 — Housing Choice Voucher Fairness Act of 2025

This section requires a public housing agency providing tenant-based Housing Choice Voucher assistance (i.e., portable rental subsidies for low-income families to lease private-market units) on or after January 1, 2026, to continue such assistance if the family moves outside the agency's jurisdiction, unless the new unit's rental assistance cost exceeds the prior cost by more than 10%. (Thus, originating agencies retain primary billing responsibility, limiting absorption or transfer of vouchers to other agencies for moves to higher-cost areas.)
