This section amends the pollinator-friendly practices grant program under 23 U.S.C. 332 (which provides grants for activities benefiting pollinators on roadsides and highway rights-of-way, such as planting native grasses and wildflowers, including milkweed) by (1) expanding eligible entities to include federally recognized Indian tribes (i.e., those on the list published by the Secretary of the Interior under 25 U.S.C. 5131) and 501(c)(3) nonprofit organizations; (2) requiring consultation with the Director of the U.S. Fish and Wildlife Service for certain practices in the pollinator-friendly practices plan, expanding plan development and tribal consultation requirements to the new eligible entities, limiting tribal consultation to tribes with land within 50 miles of proposed projects, and clarifying that no additional consultation is required beyond plan development; (3) increasing the minimum grant amount to $500,000 (from $150,000); and (4) increasing annual funding to $5 million for FY2026 through FY2031 (from $2 million for FY2022 through FY2026).
