H.R. 7149 — Veteran Housing Promise Act

This section eliminates fixed maximum authorizations of appropriations for certain homeless veterans programs by authorizing such sums as may be necessary for future fiscal years as follows: (1) comprehensive service programs, replacing specified annual amounts ($150 million for FY2007-FY2009, $175.1 million for FY2010, $217.7 million for FY2011, $250 million for FY2012-FY2014, and $257.7 million for FY2015 and subsequent years); (2) homeless veterans reintegration programs, limiting fixed amounts to FY2024-FY2026 (from FY2024 and subsequent) before authorizing necessary sums for FY2027 and subsequent; (3) homeless women veterans and homeless veterans with children reintegration grant program, retaining $1 million annually through FY2025 and authorizing necessary sums for FY2026 and subsequent; (4) financial assistance for supportive services for very low-income veteran families in permanent housing, available from amounts appropriated for Medical Services; (5) grant program for homeless veterans with special needs, retaining $5 million annually through FY2025 and authorizing necessary sums for FY2026 and subsequent; and (6) technical assistance grants for nonprofit community-based groups, specifying $1 million for FY2007-FY2012 and authorizing necessary sums for FY2026 and subsequent.

This section makes permanent VA authorities, previously subject to sunset provisions, for programs serving homeless veterans and veterans with serious mental illness, by striking the relevant expiration subsections or paragraphs as follows: (1) authority to provide outreach services; care, treatment, and rehabilitative services (directly or by contract in community-based facilities, including halfway houses); and therapeutic transitional housing assistance (in conjunction with work therapy and outpatient care) under 38 U.S.C. §§2031, 2032, and 1718 (previously expiring September 30, 2025); (2) additional services for such veterans at certain locations; (3) housing assistance for homeless veterans; (4) the Advisory Committee on Homeless Veterans; and (5) transfer of real property.
