H.R. 7151 — Artificial Intelligence Public Awareness and Education Campaign Act

This section establishes a public awareness, education, and consumer literacy campaign on artificial intelligence (AI Campaign), to be implemented by the Secretary of Commerce not later than 180 days after enactment, in coordination with relevant federal agencies including the Director of the National Institute of Standards and Technology and the Administrator of the National Telecommunications and Information Administration. The AI Campaign must (1) determine key performance indicators (KPIs) to evaluate effectiveness—including audience reach, engagement, adoption of best practices, and satisfaction—obtain baseline data, and measure success; (2) facilitate access to information on individuals' legal rights with respect to AI; (3) promote best practices for detecting provenance information in digital media (e.g., deepfakes and chatbot content), provide related resources and guidance, and conduct targeted outreach to vulnerable populations such as senior citizens against AI-enabled scams; (4) develop and distribute outreach materials on AI prevalence and applications (e.g., classification, product recommendations, fraud detection, consumer product capabilities and limitations, domain-specific use cases, data protection best practices, and workforce opportunities); (5) consult the Administrator of the Small Business Administration on elements for small business owners; (6) consider needs of different regions, economies, and subpopulations; and (7) coordinate and promote efforts at state and local levels through partnerships. The Secretary must annually update AI Campaign materials and KPIs to reflect innovations, products, services, or consumer concerns.
