H.R. 7152 — Yes in God's Backyard Act

This section adds subtitle G to title II of the Cranston-Gonzalez National Affordable Housing Act (i.e., the HOME Investment Partnerships program, which provides formula grants to states and localities for affordable housing production and preservation). Subtitle G (1) defines terms including "affordable rental housing" (i.e., housing with monthly rent not exceeding 30% of household income for covered households at or below 100% of area median income), "covered household," "faith-based organization," and others; (2) establishes a technical assistance program to help faith-based organizations, institutions of higher education, and local governments develop and preserve affordable rental housing (e.g., for households at or below 60% of area median income, homeless or at-risk individuals including veterans, persons with disabilities, intergenerational families, and special needs populations) on property owned by faith-based organizations and institutions of higher education, including resources on federal programs, best practices, and barrier removal, with public dissemination after consultation with the Partnership Center and other agencies, and authorizes $25 million for FY2026 and $10 million annually for FY2027 through FY2031; and (3) establishes a competitive Challenge Grant program for units of general local government, states, metropolitan planning organizations, and multi-jurisdictional entities that demonstrate policies to remove such barriers.
