This section expands exceptions to Lacey Act prohibitions on interstate or foreign commerce involving prohibited wildlife species (i.e., live lions, tigers, other big cats, and large bears such as grizzlies or polar bears) by (1) broadening qualifying entities under 16 U.S.C. 3372(e)(2)(A) to include USDA Class B license holders and expanding covered personnel to encompass owners, executives, volunteers, contractors, and additional veterinary/medical professionals (e.g., assistants, technicians); (2) striking the snow leopard from the species list in 3372(e)(2)(A)(ii); (3) adding a new exception under 3372(e)(2)(F) for persons qualifying under existing exceptions who register animals with the U.S. Fish and Wildlife Service (USFWS) and thereafter cease breeding, acquiring, selling, allowing public contact with, or publicly exhibiting such species; (4) authorizing compliant entities under 3372(e)(2)(A) to export or import prohibited species to or from authorized foreign entities under new 3372(e)(3); and (5) establishing a process under new 3372(e)(4) for covered registrants to apply to USFWS to cancel prior registrations if they qualify for other exceptions. This section further amends the definition of prohibited wildlife species under 16 U.S.C. 3371(h) to exclude the snow leopard (Uncia uncia), clouded leopard (Neofelis nebulosa), and any hybrids thereof.
