H.R. 7162 — To amend title 40, United States Code, to permit commercial filmmaking and photography on the United States Capitol grounds, and for other purposes.

This section authorizes the Chief of the United States Capitol Police to issue permits for commercial filmmaking and photography on U.S. Capitol Grounds (excluding Capitol Buildings defined in 40 U.S.C. 5101) notwithstanding existing restrictions, but only when neither House of Congress is in session and only for activities similar to those previously permitted in Union Square (i.e., the area transferred to the Architect of the Capitol in 2012 under P.L. 112-10, div. B, §1202). Permit holders must pay fees similar to those previously collected by the National Park Service for Union Square activities to cover Architect of the Capitol costs, with fees transferred to the Capitol Trust Account; the Capitol Police Board must promulgate implementing regulations in consultation with the House Committee on Administration and Senate Committee on Rules and Administration. This section also makes a conforming amendment to the Legislative Branch Appropriations Act, 2014 (P.L. 113-235, §213(c)), to include such fees in the Capitol Trust Account.
