H.R. 7163 — PUBLIC SAFETY Act

This section redirects funding previously appropriated to the Secretary of Homeland Security for U.S. Immigration and Customs Enforcement through September 30, 2029, to the Attorney General for Community Oriented Policing Services (COPS) hiring grants through September 30, 2030 (from September 30, 2029), limited to rehiring laid-off law enforcement officers and hiring and training new additional career law enforcement officers for deployment in community-oriented policing (34 U.S.C. 10381(b)(1)-(2)). The section further waives the prohibition on using such funds to supplant state, local, or tribal funds (34 U.S.C. 10381(g)) for grants to units of local government below the state level and tribal governments employing fewer than 175 law enforcement officers. (Thus, these small jurisdictions may use the federal funds to maintain existing staffing levels.)

This section appropriates $45 billion to the Attorney General for the Department of Justice for the Edward Byrne Memorial Justice Assistance Grant Program (Byrne JAG) for FY2025, in addition to any other appropriated amounts, with funds remaining available until September 30, 2029. (The Byrne JAG program provides formula grants to states and localities for law enforcement, prosecution, courts, corrections, crime prevention, and related activities.)
