This section limits the award of federal contracts or agreements by executive agencies for transportation network company or shared-use mobility company services in the continental United States, Alaska, or Hawaii unless each driver meets specified requirements. Drivers must be at least 21 years old, read and speak English sufficiently to communicate with the public and officials and understand traffic signs and records (with an exception for drivers who are deaf or hearing impaired and use American Sign Language), safely operate the vehicle by reason of experience or training, hold a currently valid driver's license issued by only one state or jurisdiction, and have successfully completed a road test. Companies must certify that all drivers meet these requirements, and any company found noncompliant is debarred from federal contracts for 5 years.
