H.R. 7175 — Frank Siller Congressional Gold Medal Act

This section sets forth congressional findings regarding firefighter Stephen Siller's sacrifice on September 11, 2001; the establishment and activities of the Tunnel to Towers Foundation by his brother Frank Siller, including paying off mortgages for families of fallen first responders and Gold Star families, building homes for injured veterans, providing housing assistance to homeless veterans, and expanding national remembrance programs; and Frank Siller's 2021 "Never Forget Walk."

This section authorizes the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal of appropriate design to Frank Siller, in recognition of his contributions to memorialize all who lost their lives in the 9/11 attacks, support affected loved ones, and advocate for those who serve their country. The Secretary of the Treasury shall strike the medal with suitable emblems, devices, and inscriptions.

This section authorizes the Secretary to strike and sell bronze duplicates of the gold medal struck pursuant to section 3, at a price sufficient to cover the costs of labor, materials, dies, use of machinery, and overhead expenses.

This section designates medals struck pursuant to this Act as national medals for purposes of 31 U.S.C. chapter 51 and as numismatic items for purposes of 31 U.S.C. sections 5134 and 5136. (Thus, authorizing the U.S. Mint to produce and sell them under standard statutory procedures for such items.)

This section authorizes charges against the United States Mint Public Enterprise Fund for costs of medals struck pursuant to this Act and requires deposit of proceeds from sales of duplicate bronze medals into that fund.
