H.R. 7203 — CHIPS Child Care Act

This section authorizes the Secretary of Labor to award competitive two-year grants, in equal annual amounts, to geographically diverse states receiving significant private and public investment in semiconductor manufacturing to (1) provide monthly stipends of at least $500 per dependent child to eligible child care providers on behalf of individuals participating in semiconductor-related workforce programs, apprenticeship or pre-apprenticeship construction programs related to semiconductor manufacturing, or (2) assist eligible child care providers in such regions to acquire, construct, renovate, or improve child care facilities. States must prioritize stipends for first-generation college students, graduates of historically Black colleges and universities, rural residents, and veterans; prioritize facility assistance for providers serving low-income populations, infants and toddlers, capacity-limited or expansion-seeking providers, nontraditional-hour providers, and those in rural or underserved communities; and apply Davis-Bacon Act prevailing wage requirements (40 U.S.C. ch. 31, subch. IV) to related construction work.
