H.R. 7215 — Stop SCAMS Act

This section directs the Director of the Federal Bureau of Investigation (FBI), in coordination with the Bureau of Consumer Financial Protection (CFPB), Federal Trade Commission (FTC), and other appropriate agencies, to (1) develop and implement a government-wide strategy to counter scams, adopt a single definition of scams and scam types, and explore harmonization of data collection (including on scam type, dollar loss amount, payment method, and other fields) within one year of enactment; and (2) develop and report a single government-wide estimate of annual consumers affected by scams (factoring in unreported incidents) and associated dollar losses within two years of enactment. The section further requires the FBI, CFPB, and FTC, within one year of enactment, to (1) report estimates of their annual scam-related complaints received and associated dollar losses; and (2) establish metrics and plans to measure the effectiveness of their anti-scam training offered through in-person events and webinars, with such estimates to be publicly available in their respective annual scam reports.
