H.R. 722 — Life at Conception Act

This section declares that the constitutional right to life is vested in each born and preborn human person and authorizes Congress to implement equal protection thereof pursuant to its powers under Article I, Section 8, clause 18, and Section 5 of the Fourteenth Amendment. (However, nothing in the Act authorizes prosecution of any woman for the death of her unborn child.)

This section establishes definitions for purposes of the Act. (1) The terms "human person" and "human being" include each and every member of the species homo sapiens at all stages of life, including the moment of fertilization, cloning, or other moment at which an individual member of the human species comes into being. (2) The term "State," as used in the 14th Amendment to the Constitution and other applicable constitutional provisions, includes the District of Columbia, the Commonwealth of Puerto Rico, and each other territory or possession of the United States.
