H.R. 723 — Protect American Election Administration Act of 2025

This section establishes a prohibition on states soliciting, receiving, or expending any payment or donation of funds, property, or personal services from a private entity for administering elections for federal office—including voter education, outreach, and registration programs—except for donated space used as a polling place or early voting site. (Adds new §305 to Title III of the Help America Vote Act of 2002; redesignates existing §§305 and 306 as §§306 and 307.) It subjects the new prohibition to enforcement by the Attorney General through civil actions (amends HAVA §401 to include §305 (from §§303 and 304)) and makes conforming clerical amendments to the table of contents. The prohibition applies to elections for federal office held after enactment.
