§2. Expanding scope of individuals and activities subject to requirements of Lobbying Disclosure Act of 1995
This section amends definitions in the Lobbying Disclosure Act of 1995 (LDA) to expand the scope of registrants and activities subject to lobbying disclosure requirements by (1) including counseling in support of preparation and planning activities as lobbying activities under LDA sec. 3(7), (2) treating any individual who, for compensation, provides such counseling services with authority to direct or substantially influence a lobbying contact—and has knowledge that the contact was made—as having made the contact under LDA sec. 3(8), and (3) reducing the de minimis exemption threshold for an individual to register as a lobbyist from 20% to 10% of time spent on lobbying activities under LDA sec. 3(10). The amendments apply to lobbying contacts made on or after the date of enactment.
