H.R. 7233 — QR Act

This section requires the Secretary of Homeland Security, beginning 180 days after enactment, to mandate that each U.S. Immigration and Customs Enforcement (ICE) or U.S. Customs and Border Protection (CBP) officer or employee engaged in law enforcement or immigration enforcement activities wear a clearly visible scannable quick response (QR) code on their uniform. When scanned, the QR code links to a public Department of Homeland Security website that displays the officer's full name, badge number, agency and operational unit or office, and active status with timestamp verification (and may display a photograph but not home address, telephone number, or other personal contact information); the website must include a secure complaint submission mechanism regarding the officer's conduct during enforcement activities and aggregated, non-personally identifiable data on complaints received for each such officer. This section includes a rule of construction clarifying that it does not limit, replace, or preempt other federal, state, or local laws, policies, or requirements providing for law enforcement transparency, accessibility, or accountability.
