This section directs the Administrator of the Federal Aviation Administration (FAA) to submit to the appropriate congressional committees, not later than 180 days after enactment, a publicly available action plan (to be published within 10 days of submission) for advancing deployment of Airborne Collision Avoidance System-X (ACAS-X) and variants—including ACAS-Xa, ACAS-Xr, ACAS-Xo, ACAS-Xu, ACAS-sXu, and ACAS-Xp, or successors—in the national airspace system. The plan must include (1) a strategic roadmap for deployment and adoption by aircraft operators; (2) research, development, testing, evaluation, standards development, and funding needed for certification; (3) stakeholder engagement with aircraft operators, manufacturers, aviation experts, general aviation organizations, pilot representatives, and others; (4) coordination with foreign civil aviation authorities for certification standards harmonization; (5) interoperability considerations for aircraft (including rotorcraft) with ADS-B Out and ADS-B In equipment; (6) an assessment of safety benefits for civil operators; and (7) recommendations for administrative or legislative action. The Administrator must brief the committees on the plan and implementation within 30 days after submission and may take appropriate actions to implement the plan.
