This section revises the definition of "valuable consideration" in the prohibition on the sale or purchase of human fetal tissue for research (42 U.S.C. 289g-2) by striking the prior exclusion for reasonable payments associated with the transportation, implantation, processing, preservation, quality control, or storage of such tissue and inserting a new definition that includes the following: (1) any payment made or debt incurred; (2) any gift, honorarium, or recognition of value bestowed; (3) any price, charge, or fee that is waived, forgiven, reduced, or indefinitely delayed; (4) any loan or debt that is canceled or otherwise forgiven; (5) the transfer of any item, provision of any service, or granting of any opportunity for which a charge is customarily made, without charge or for a reduced charge; and (6) any payments associated with the transportation, implantation, processing, preservation, quality control, or storage of human fetal tissue. (Thus, this eliminates the prior allowance for such reasonable payments.)
