H.R. 7288 — Western South Dakota Water Supply Project Feasibility Study Act

This section defines key terms for the Act: (1) "non-Federal project entity" as the Western Dakota Regional Water System, Inc., a nonprofit corporation; (2) "proposed rural water supply project" as the project to supply municipal, rural, and industrial water from the Missouri River to that system; and (3) "Secretary" as the Secretary of the Interior.

This section directs the Secretary, in coordination with the non-Federal project entity, to conduct a feasibility study for the proposed Western South Dakota rural water supply project; develop a feasibility report recommending whether to authorize construction and specifying the non-Federal share of construction costs (at least 25 percent, based on financial capability); submit the report to the Senate Committee on Energy and Natural Resources and the House Committee on Natural Resources; and make it publicly available. The section requires a cost-sharing agreement for study costs (federal share not to exceed 50 percent), authorizes $10 million, and terminates the authority 10 years after enactment.
