This section establishes the Advisory Committee on Training in Community Health Centers to advise the HHS Secretary on policy, program development, performance measures, and longitudinal evaluation guidelines for training programs in community health centers (i.e., federally qualified health centers serving medically underserved populations). The committee consists of 15 voting members appointed by the Secretary (not federal officers or employees, with at least 75% health professionals including at least one community health center patient, fair balance of professions, and geographic/urban-rural representation), plus non-voting representatives from specified federal agencies (e.g., HRSA, CMS); voting members serve staggered initial terms of 1, 2, or 3 years and subsequent 3-year terms, with compensation at level IV of the Executive Schedule and travel expenses. The committee must meet at least twice annually (jointly with related entities where appropriate), publish agendas 14 days prior and meeting summaries 30 days after, and is subject to the Federal Advisory Committee Act except where this section conflicts.
