H.R. 7305 — Energy Threat Analysis Center Act of 2026

This section expands the Energy Sector Operational Support for Cyberresilience Program under the Infrastructure Investment and Jobs Act to strengthen collective defense, response, and resilience of the United States energy sector by enhancing government-energy sector collaboration on classified and unclassified threat analysis and mitigation, advancing understanding of national security risks and vulnerabilities, and increasing awareness of threat actor tactics, techniques, procedures, and capabilities. It authorizes the Secretary of Energy to carry out program activities through an Energy Threat Analysis Center at one or more locations. The section further provides that program assistance is at the Secretary’s sole and unreviewable discretion and creates no right or benefit for recipients; exempts the program from the Federal Advisory Committee Act; exempts voluntarily shared information from federal, state, tribal, and local disclosure requirements; and grants the Secretary authority to enter into contracts, cooperative agreements, grants, and other transactions, including through pre-approved national security mechanisms. It reauthorizes the program through FY2031 (from FY2026).
