H.R. 7319 — VA Bonus and Relocation Recovery Act

This section extends Department of Veterans Affairs (VA) authority under two statutes—first, for awards and bonuses paid despite prior employee misconduct or poor performance (38 U.S.C. §721), and second, for relocation expenses paid under similar circumstances (38 U.S.C. §723)—to issue repayment orders to former employees (previously limited to current employees) and authorizes the Secretary to collect unpaid amounts from former employees as debts due the United States if not repaid within 180 days after the Office of Personnel Management upholds the order on appeal. (Thus, VA may pursue standard federal debt collection against separated employees, without authority to waive recovery under 38 U.S.C. §5302.)
