H.R. 7326 — ABODE Act

This section directs the Secretary of Housing and Urban Development, in consultation with the Department of Energy and the Environmental Protection Agency, to conduct a grant competition awarding grants to academic organizations, nonprofit organizations, and for-profit or nonprofit mission-driven developers to develop or rehabilitate single- and multi-family homes for households with incomes not more than 50% of area median income, with a focus on reducing development costs, increasing resiliency, energy efficiency, and accessibility for individuals with disabilities, and selecting projects built to scale. Grants are awarded upon completion of contracts for a pre-determined number of homes meeting pre-determined resiliency and energy efficiency measures, with priority for projects in areas with severe affordable housing shortages, those emphasizing quality, durability, maintenance costs, and neighborhood design compatibility, or those using universal design for accessibility. The Secretary must study short- and long-term savings from implemented resiliency and energy efficiency measures and submit a report to Congress within two years of enactment describing funded projects, the number and sales or rental prices of homes built, and study results, with such sums as necessary authorized to be appropriated.
