H.R. 733 — To provide for a review of sanctions with respect to Hong Kong.

This section directs the President to submit to the appropriate congressional committees, not later than 180 days after enactment, a determination with detailed justification on whether any of 52 specified current and former Hong Kong Special Administrative Region officials (including the Chief Executive, Chief Secretary for Administration, Secretary for Security, and Director of the Liaison Office of the Central People's Government), judges, magistrates, and prosecutors meet the criteria for sanctions under (1) the Global Magnitsky Human Rights Accountability Act (22 U.S.C. 10102), which authorizes visa ineligibility or revocation and blocking of property of foreign persons responsible for gross human rights violations or significant corruption; (2) Executive Order 13818, relating to blocking the property of persons involved in serious human rights abuse or corruption; (3) section 7 of the Hong Kong Human Rights and Democracy Act of 2019; (4) section 6 of the Hong Kong Autonomy Act; or (5) Executive Order 13936, relating to Hong Kong normalization. It defines appropriate congressional committees as the Senate Committees on Foreign Relations and Banking, Housing, and Urban Affairs; and the House Committees on Foreign Affairs and Financial Services.
