H.R. 7331 — Dakota Mainstem Water Supply Project Feasibility Study Act

This section defines three terms for purposes of the Act: (1) Dakota Mainstem Regional Water System as the nonprofit corporation established and operated substantially in accordance with reclamation feasibility standards (i.e., Bureau of Reclamation eligibility criteria and feasibility study requirements in 43 CFR part 404 or successor regulations) to serve as a non-Federal project entity under the cooperative agreement in section 3(a)(1); and (2) Secretary as the Secretary of the Interior.

This section authorizes the Secretary, in consultation with the Dakota Mainstem Regional Water System through a cooperative agreement, to conduct a feasibility study for a project to supply municipal, rural, and industrial water to that system's service area in South Dakota, Iowa, Nebraska, and Minnesota, in compliance with Reclamation feasibility standards. The federal share of study costs is limited to 50 percent, $10 million is authorized to be appropriated, and the authority expires 10 years after enactment.
