H.R. 734 — To amend the Food and Nutrition Act of 2008 with respect to the issuance of quality control guidance issued by the Secretary of Agriculture.

This section establishes a requirement for the Secretary of Agriculture to provide notice and at least 60 days for public comment on any new or updated guidance proposing substantive changes to conducting quality control reviews under the Supplemental Nutrition Assistance Program (SNAP)—which assess state error rates in eligibility determinations and benefit issuance—prior to finalizing the guidance. The requirement applies to guidance reasonably expected to require state agencies to change systems, procedures, or staffing for such reviews or to impact SNAP recipient verification requirements; an exception allows issuance of interim final guidance simultaneously with notice and comment in cases of urgent and immediate need.
