This section expands institutional eligibility for, and revises the funding distribution formula of, the masters degree grant programs for historically black colleges and universities (HBCUs) and predominantly black institutions (PBIs), which support graduate education opportunities at the masters level in mathematics, engineering, physical or natural sciences, computer science, information technology, nursing, allied health, or other scientific disciplines for Black Americans. For the HBCU program (1) adds as eligible any other part B HBCU (as defined in section 322 of the Higher Education Act) offering a qualified masters degree program that is not listed in existing subparagraphs (A) through (R); and (2) revises the pro rata distribution of remaining appropriated funds after application of subsection (f)(2) among all eligible institutions up to subparagraph (S) (previously, only amounts in excess of $9 million—the total minimum awards for the 18 listed institutions—among subparagraphs (A) through (R)). For the PBI program, it makes parallel changes: (1) adds as eligible any other PBI (as defined in section 318) offering a qualified masters degree program that is not listed in existing subparagraphs (A) through (E); and (2) revises the pro rata distribution of remaining appropriated funds after application of subsection (f)(2) among all eligible institutions up to subparagraph (F) (previously, only amounts in excess of $2.5 million—the total minimum awards for the 5 listed institutions—among subparagraphs (A) through (E)).
