H.R. 7348 — Transparency in Federal Land Acquisitions Act

This section directs the Director of the U.S. Fish and Wildlife Service, when preparing a land protection plan (i.e., a document outlining strategies to protect and acquire land for the National Wildlife Refuge System), to publish the proposed plan in the Federal Register at least 60 days before finalizing it and to provide an opportunity for interested persons to submit written comments, notwithstanding exemptions under the Administrative Procedure Act (5 U.S.C. §553(a)). This section exempts such plans for proposed expansions to a refuge unit if the expansion comprises less than the greater of 50 acres or 15% of the unit's total acreage.
