H.R. 7353 — Magnus White and Safe Streets for Everyone Act of 2026

This section amends the crash avoidance technology mandate (49 U.S.C. 30129) by (1) establishing a compliance date of no later than September 1, 2029, for passenger motor vehicles to be equipped with forward collision warning/automatic emergency braking (AEB) systems and lane departure warning/lane-keeping assist systems (previously, the Secretary determined the date with no statutory deadline); and (2) directing the Secretary of Transportation to initiate, within 180 days of enactment, a rulemaking to amend the May 9, 2024, NHTSA AEB rule for light vehicles (89 Fed. Reg. 39686). The required amendments ensure AEB systems function in daylight and low-light conditions (without altering the maximum operating speed from the 2024 rule), operate across the full range of speeds specified for pedestrian AEB, and detect/respond to vulnerable road users (VRUs)—defined as non-occupants of motor vehicles with more than three wheels (e.g., pedestrians, bicyclists, motorcyclists, wheelchair users, and riders of all-terrain vehicles or tractors)—across all skin colors/complexions, clothing, and gear. The Secretary must issue a final revised rule within two years of initiating the rulemaking, with a compliance date no later than two years after issuance.
