H.R. 7355 — Flood History Information Act of 2026

This section amends Section 1313 of the National Flood Insurance Act of 1968 to designate the existing requirement for the FEMA Administrator to make flood insurance rate information available as subsection (a) and to establish new subsections as follows: (1) subsection (b) requires the Administrator to disclose specified NFIP policy and claims data (i.e., property location, coverage amounts, loss dates, claim payments, and other relevant data) to private insurance companies under data sharing agreements that restrict use to underwriting, premium rating, and claims adjustment (prohibiting marketing), require reciprocal data provision to the Administrator, and include other necessary terms; (2) subsection (c) requires the Administrator, upon request, to provide property purchasers, lessees, or owners with the property's full claims history (NFIP and private policies), mandatory purchase requirement status due to prior federal disaster aid under the Flood Disaster Protection Act of 1973, and other flood risk data; (3) subsection (d) deems such disclosures routine uses under the Privacy Act; (4) subsection (e) authorizes fees on participating insurers (deposited in the National Flood Insurance Fund) but not public requesters under subsection (c); and (5) subsection (f) defines "insurance company," "lessee," and "purchaser."
