H.R. 7360 — To amend the United States Housing Act of 1937 to permanently authorize the emergency safety and security grant program, and for other purposes.

This section establishes an emergency safety and security grant program as an additional purpose of the Capital Fund under the U.S. Housing Act of 1937. (As background, the Capital Fund provides formula-based assistance to public housing agencies for capital and management activities, such as development, modernization, vacancy reduction, deferred maintenance, and code compliance in public housing serving low-income families.) The program authorizes the Secretary of Housing and Urban Development to award grants—in addition to Capital Fund formula amounts and funded by $225 million annually—from public housing agency applications to purchase, install, repair, or replace security items addressing crime and drugs (e.g., cameras, fencing, lighting, alarms, locks, doors) or health/safety items addressing carbon monoxide, fire, or extreme temperatures (e.g., detectors, minimum heating systems); limits grants to $250,000 per agency per fiscal year unless the agency is extra large or has more than 5,000 units; and allows multiple applications per agency for different uses.
