H.R. 7361 — No Tax on Restored Benefits Act

This section excludes from gross income the portion of monthly Social Security insurance benefits under title II of the Social Security Act attributable to the Social Security Fairness Act of 2023 (which repealed the windfall elimination provision and government pension offset, thereby increasing benefits for certain public employees with non-covered pensions) for months beginning after December 31, 2024, and ending before January 1, 2026. (Thus, the benefit increase for 2025 is not included in taxable social security benefits under IRC §86.)
