H.R. 7372 — Safety is Not For Sale Act

This section prohibits any person from offering an optional safety feature (i.e., certain advanced driver-assistance equipment such as partial automation for vehicle motion control or collision/driver impairment alerts) for sale or lease to a first purchaser of a motor vehicle unless the feature is offered separately from non-safety features or as standard trim equipment and its cost is clearly and conspicuously disclosed separately, effective 180 days after enactment. The Federal Trade Commission (FTC) enforces violations as unfair or deceptive acts or practices under a rule promulgated pursuant to section 18(a)(1)(B) of the Federal Trade Commission Act (15 U.S.C. 57a(a)(1)(B)); state attorneys general may also bring civil enforcement actions on behalf of residents, subject to FTC notice and intervention rights.
