This section directs the NASA Administrator, not later than 18 months after the date of enactment and in consultation with relevant federal agencies, to develop a consensus- and science-based strategy to assess present and future methane monitoring and detection capabilities—including ground-based, airborne, and space-based sensors and integration with other data—with a focus on detecting methane emissions and large emission events to strengthen U.S. energy security, and to submit a report on the strategy to Congress. The strategy shall aim to enhance the scientific and operational value of such capabilities to inform NASA research and development planning, enable non-federal entities (e.g., state and local governments, academia, nonprofits, U.S. oil and natural gas industry, and international organizations) to leverage the data, and support rapid mitigation of methane leaks. This section clarifies that it confers no new enforcement authority on NASA or other federal agencies regarding methane emissions.
