H.R. 742 — PROTECTS Act of 2025

This section prohibits federal funds from being used to provide or refer for specified gender transition procedures to individuals under 18 years old or to reimburse any entity for providing such procedures. Specified gender transition procedures include surgeries (e.g., castration, hysterectomy, mastectomy, phalloplasty, vaginoplasty), placement of chest or gluteal implants, puberty blockers (e.g., GnRH analogues), and supraphysiologic doses of cross-sex hormones (e.g., testosterone, estrogen) when performed to intentionally change the body to no longer correspond to the individual's biological sex (i.e., male or female, as determined by reproductive system for producing sperm or eggs). Exceptions apply, with parental or guardian consent, to puberty blockers for precocious puberty and medically necessary procedures to treat genetic disorders of sex development (e.g., 46,XX with virilization), sex chromosome or hormone abnormalities confirmed by testing, or physical conditions (e.g., infection, injury) posing imminent danger of death or major bodily impairment.
