H.R. 7427 — SAFE VISITS Act

This section establishes new section 210H of the Homeland Security Act of 2002, requiring the DHS Secretary, not later than 180 days after enactment and annually thereafter, to submit to the House Committee on Homeland Security and the Senate Committee on Homeland Security and Governmental Affairs a threat analysis—based on reports from state, local, Tribal, and territorial (SLTT) governments regarding known visits by foreign nationals seeking to meet officials or employees or access SLTT information (i.e., nonpublic data or materials), facilities, programs, or systems—or potential terrorism threats, and to disseminate related guidance to SLTT governments. The analysis and guidance must include (1) descriptions of high-risk SLTT targets, (2) trends in such visits based on fusion center vetting requests, and (3) mitigation actions to protect SLTT officials, employees, information, facilities, programs, or systems. For identified high-risk targets, DHS must conduct tailored outreach with relevant information (unclassified or classified at the lowest level), provide vetting assistance and additional mitigation guidance, and request debriefings from the host SLTT government within 30 days after the visit; DHS must also submit annual reports on such assistance with the second and subsequent threat analyses, covering the preceding six-month period. The section further directs DHS to coordinate with its Under Secretary for Science and Technology on research and development of technology to enhance information sharing for these purposes and makes a clerical amendment to the Homeland Security Act table of contents.
