This section directs the Secretary of Transportation, not later than 180 days after the date of enactment, to publish a notice of proposed rulemaking establishing new federal standards for seat belt requirements on all new school buses, regardless of gross vehicle weight rating. In the proposed rulemaking, the Secretary must consider (1) the safety benefits of lap/shoulder belt systems (also known as Type 2 seat belt assemblies); (2) the National Transportation Safety Board's conclusion that lap/shoulder belts provide the highest protection for school bus passengers, with lap belts offering some benefit and lap/shoulder belts providing greater benefit by reducing upper body flailing injuries; (3) the 2015 statement by National Highway Traffic Safety Administration Administrator Mark Rosekind that every child on every school bus should have a three-point seat belt; (4) innovative approaches to seat belt detection, reminder systems, and violation alert systems; and (5) experiences from states requiring school buses to be equipped with seat belts.
