H.R. 7438 — PETSAFE Act of 2026

This section (1) increases the maximum federal share of Emergency Management Performance Grants (EMPG) costs to 90 percent (from 50 percent) for pet and companion animal preparedness activities; and (2) authorizes states, localities, and tribes to use EMPG funds for such activities, including to purchase or fund collapsible crates, companion animal mobile equipment trailers, pet supplies, veterinary medical and animal health care supplies, emergency sheltering equipment and supplies, emergency generators, disaster response software, emergency management and response training, animal response team development, and field rescue equipment and supplies. (EMPG provides grants to states, which subgrant to local and tribal governments, to support all-hazards emergency management preparedness.)
