H.R. 7443 — I&A Mission Reorientation Act of 2026

This section sets forth congressional findings recognizing the critical role of the Department of Homeland Security's Office of Intelligence and Analysis (I&A) in fusing law enforcement and intelligence information to provide actionable intelligence to federal, state, local, tribal, and territorial governments and private sector entities. It expresses the sense of Congress that I&A should fully execute its statutory role in supporting those entities with timely intelligence, foster two-way collaboration with them consistent with section 201(d)(6) of the Homeland Security Act of 2002 (6 U.S.C. 121(d)(6)), and ensure its intelligence support to the Secretary complements its broader stakeholder-facing mission.

This section amends the responsibilities of the DHS Secretary relating to intelligence and analysis (6 USC 121(d)) by adding a new paragraph (24) requiring the Office of Intelligence and Analysis to equally prioritize and resource its operational mission of providing timely intelligence support to State, local, tribal, and territorial governments and private sector entities relative to support for intelligence community elements, including by (1) identifying and addressing emerging threats through forward-deployed intelligence capabilities, (2) facilitating two-way information sharing with such governments and entities, (3) maintaining robust engagement with fusion centers, and (4) ensuring intelligence support to departmental leadership, including the Secretary, does not hinder or deprioritize responsibilities to such governments and entities. It further directs the Under Secretary for Intelligence and Analysis to submit to the House and Senate Homeland Security and Intelligence committees, within 180 days of enactment, a report detailing implementation steps, progress on two-way information sharing, metrics for evaluating effectiveness in supporting such governments and entities, and any required resource or organizational changes. This section states that nothing alters the watchlisting functions of the Office of Intelligence and Analysis.
